Choosing a plastic packaging bag supplier is rarely as simple as finding the lowest unit price. A procurement manager must establish whether the factory can make the required bag, repeat its performance across production lots, provide the right compliance documents and deliver on the agreed schedule.

This guide distinguishes Kazakhstan-based manufacturers from overseas suppliers that may serve buyers in Kazakhstan. That distinction matters: an imported custom pouch, a locally produced polyethylene bag and an industrial polypropylene bulk bag solve different purchasing problems. The companies below are therefore grouped by practical sourcing fit, not presented as a verified ranking of the country's largest factories.

Our screening looks at four dimensions: documented manufacturing capability, material and product development support, quality-control evidence, and the feasibility of repeat orders. Published capacities and certificates are identified as supplier-reported where applicable; buyers should verify current figures before awarding a contract.

Plastic Packaging Bags Supplier Selection

Why Source in Kazakhstan?

Kazakhstan has identifiable production bases for several kinds of plastic packaging. Almaty suppliers publish capabilities in polyethylene film and consumer bags; producers in Pavlodar, Aktobe and Atyrau focus on polypropylene sacks or flexible intermediate bulk containers (FIBCs). These are product-specific industrial concentrations, not evidence that every region can supply every pouch format.

The broader manufacturing picture supports a closer look at local sourcing. Kazakhstan's Bureau of National Statistics reported that its rubber and plastic products sector recorded a 2025 industrial production index of 113.2%, meaning output increased relative to 2024. This is a sector-wide indicator—not a measure of plastic bag output, export volume or any supplier's capacity.

For buyers, the practical advantages of a suitable local factory may include easier site visits, domestic delivery arrangements and closer coordination during repeat orders. Imported suppliers remain relevant when a project requires a particular pouch structure, extensive customization or packaging equipment alongside the bags. The right choice depends on the specification, not the supplier's location alone.

Plastic Packaging Bag Formats in Kazakhstan

How We Selected Suppliers

A credible shortlist starts with evidence. For this article, we favored companies whose public materials identify an actual production location, relevant products, a manufacturing process or measurable capacity. We also included the overseas companies requested for consideration, but did not treat paper-box specialists as plastic bag manufacturers.

Before comparing quotations, procurement teams should request:

- Factory identity: Registered company name, production address and the legal entity named on the quotation.

- Technical fit: Bag format, polymer grade, film structure, thickness tolerance, print method and sealing requirements.

- Quality controls: Incoming-material checks, in-process measurements, finished-bag testing and lot traceability.

- Capacity and delivery: Output for the *specified product*, available production slots, tooling time and a realistic dispatch date.

- Compliance evidence: Current certificates and product-specific test reports appropriate to the intended use and destination market.

- Commercial terms: MOQ by design and SKU, sample charges, artwork approval, Incoterm and responsibility for rejected goods.

A website claim is a useful lead, not proof of current certification, available capacity or an established export record. In the table, "not publicly stated" means the buyer should ask; it must not be read as zero capacity or lack of certification.

Suppliers to Consider

1. HLun PACK — Integrated Bags and Machinery

Location: Shantou, China. Market fit: Kazakhstan buyers considering an overseas supplier for custom flexible packaging and related filling or sealing equipment.

Shantou Hualun Paper Products Industrial Co., Ltd. describes a business covering flexible packaging, paper packaging, packaging machinery and integrated production-line solutions. Its published flexible-packaging range includes roll film, stand-up pouches, gusseted pouches, spout pouches and eight-side-seal bags. The company says it entered paper packaging printing in 1989, established a packaging-machinery division in 1998 and expanded into flexible packaging in 2012. These are company-reported development milestones, not a substitute for auditing the present production scope.

HLun PACK is most relevant when a growing food, daily-chemical or similar brand wants to discuss both the bag and the machine that will fill it. That creates a useful OEM development route: the buyer can provide its product, target shelf life, filling speed and preferred bag format, then ask for a pouch drawing, material proposal, trial samples and a documented machine run. Its stated emphasis on responsive communication also makes it worth evaluating for projects that need several design revisions rather than a fixed, off-the-shelf specification.

The important qualification is geographic and technical. HLun PACK is not a Kazakhstan manufacturer, and its public profile does not establish a universal low MOQ, the lowest landed price or a certificate covering every bag structure. Compare its quotation on the same specification as local alternatives, then verify the proposed film and equipment together.

2. XingKun — Printed Retail Packaging

Location: Shenzhen, China. Market fit: Printed boxes, display stands and related branded packaging—not primary plastic bags.

Shenzhen XingKun Packing Products Co., Ltd. says it has operated in printing and packaging since 2004 and serves customers in more than 30 countries and regions. Its advertised OEM/ODM work includes structural design, printed boxes, retail displays, paper bags and labels. It publishes sample and production turnaround claims and states that it holds ISO 9001 and FSC certification; those claims should be checked against current certificates and the exact supplying entity.

XingKun belongs on a broader packaging shortlist when a buyer needs an outer retail presentation to accompany a plastic pouch. Its published portfolio does not justify listing it as a Kazakhstan plastic bag producer. Ask separately whether any proposed plastic film or pouch would be manufactured in-house, sourced from a partner or unavailable.

3. Xianda / XinYing — Custom Gift Boxes

Location: Dongguan, China. Market fit: Secondary packaging for products already packed in bags or pouches.

The Xianda website identifies Dongguan XinYing packaging Co Ltd. as established in 2006 and describes two Dongguan factories. Its published range centers on flower, jewelry, cosmetic, food and advent-calendar boxes, along with paper bags. Its stated customer reach is international, but the cited profile does not establish a specific Kazakhstan customer base.

For OEM work, Xianda may suit a buyer who needs a custom printed box sized around a finished pouch. A sensible development brief would specify pouch dimensions, packed weight, shelf-display requirements and whether an insert is necessary. Do not infer plastic bag manufacturing, plastic-bag MOQ or plastic food-contact approval from its paper-packaging portfolio.

4. Maituohong Packaging — Paper Packaging

Location: Shenzhen, China. Market fit: Folding cartons, rigid boxes, corrugated mailers and other secondary packs.

Maituohong states that it has more than 15 years of experience, a 15,000 m² Shenzhen facility and 200-plus workers. It describes custom design, prototyping, production and staged quality checks, and claims ISO 9001 and FSC certification. Its published business focuses on paper packaging for global customers, including North American and European markets. These figures and credentials are supplier-reported and require direct verification.

Its OEM scope may be useful to a brand building a pouch-plus-carton retail pack, especially where printed presentation and protective shipping components must be coordinated. It is not evidenced here as a plastic bag manufacturer. Request separate quotations and manufacturing-site details for the pouch and the carton rather than assuming one factory makes both.

5. Bonito Packaging — Low-Volume Boxes

Market fit: Custom mailer, rigid and cardboard boxes for smaller branded orders.

Bonito Packaging's published offer emphasizes wholesale custom boxes, low order minimums, personalized designs and customers ranging from startups to established brands. Its site describes applications including food, cosmetics, electronics and e-commerce packaging. Its public "About" page identifies team members, but the reviewed materials do not establish a founding year, a Kazakhstan factory, verified Kazakhstan sales, a numeric production capacity or a plastic bag production line.

A buyer could consider Bonito for a branded outer box that complements a flexible pouch. For due diligence, first establish the legal manufacturer, production location and whether the proposed item is made by Bonito or a subcontractor. It should not be counted as a Kazakhstan plastic packaging bag factory.

6. KNK Kemikal — PE Film and Bags

Location: Almaty, Kazakhstan. Market fit: Polyethylene film and bag programs requiring a documented local production base.

KNK Kemikal says its film-and-bag branch was founded in 2009 and reports capacity of more than 500 tonnes of film and packaged products per month. It specifies film widths of 280–5,800 mm and thicknesses of 40–250 microns, references GOST standards for film and packaged polyethylene products, and describes an in-house laboratory that checks shrinkage, elongation and tensile strength. These specifications make it one of the more concrete starting points for an industrial PE-film inquiry.

Its likely OEM discussion centers on dimensions, thickness, bag construction and performance requirements. The published monthly figure covers film and packaged products together; it must not be presented as 500 tonnes of bags available to a new customer. Request product-specific output, material-grade records, a current production schedule and samples from an ordinary production run.

7. BIOS FLEXO — Printed Flexible Pouches

Location: Almaty, Kazakhstan. Market fit: Printed consumer bags, pouch formats and rollstock.

BIOS FLEXO describes Almaty-based production of several formats: pillow bags, three-side-seal bags, zip and stand-up pouches, and reinforced-handle bags. Its material descriptions include PE, BOPP and PET in single-layer or laminated constructions. It advertises domestic delivery to multiple Kazakhstan cities and discusses packaging for food as well as non-food products.

This makes BIOS FLEXO relevant to a buyer moving from a generic bag toward a printed, brand-specific pouch. Its OEM scope should be established by asking for the exact laminate structure, print specification, seal design, zipper option and production MOQ. A public product page mentions orders from 200 kg; confirm whether that threshold applies to the proposed artwork, structure and number of SKUs rather than treating it as a universal MOQ.

8. Neftekhim LTD — PP Sacks and FIBCs

Location: Kazakhstan. Founded: 2005, according to its company history. Market fit: Industrial polypropylene packaging rather than small retail pouches.

Kompaniya Neftekhim LTD LLP reports design capacities of 52 million polypropylene bags and 2 million FIBCs per year. It says its PP-bag workshop began operating in 2013 and its big-bag production was established in 2019. The company states that it supplies Kazakhstan's domestic market and exports, and that its products are certified to Kazakhstan national standards. It also describes an ISO 9001 recertification in 2021; a buyer should request proof of *current* status rather than relying on that historical entry.

Neftekhim is a more natural shortlist candidate for agricultural, construction or other bulk-goods sacks than for a printed snack pouch. Discuss OEM requirements in terms of sack dimensions, fabric weight, liner, filling method and strength testing. Its published numbers are design capacities, not a commitment that unused capacity is available.

9. FIBC Kazakhstan — Custom Bulk Bags

Location: Aktobe, Kazakhstan. Founded: 2016. Market fit: Engineered FIBCs, liners and polypropylene components.

FIBC Kazakhstan describes an integrated Aktobe operation covering tape extrusion, weaving, sewing, flexographic printing and quality control. It reports output of more than 1 million FIBCs per year, a 24/7 production mode and more than 200 employees. The company states that it develops custom configurations around cargo and customer equipment and delivers across Kazakhstan and the CIS. All output and staffing figures are supplier-published and should be validated for a major tender.

Its OEM value lies in specifying filling and discharge spouts, lifting loops, liners, fabric and reinforcement around the handling system. Before purchase, request the safe working load, applicable test evidence and a drawing approved by both the packaging buyer and the filling-site operator. An FIBC quotation cannot be compared meaningfully with a thin PE retail bag quotation on price per piece.

Capacity, MOQ and Certification

The figures below come from public supplier materials reviewed for this article. They are not independently audited, and different product types and units must not be compared as if they represented identical bag-making capacity.

Supplier Relevant published capacity or scale Public MOQ Public certification or standards information
HLun PACK No numeric bag capacity stated Not publicly stated Request current, product-specific documents
XingKun No numeric plastic-bag capacity stated Describes low MOQs; no universal figure Claims ISO 9001 and FSC; verify scope
Xianda / XinYing Two Dongguan factories stated; no plastic-bag capacity Not publicly stated for plastic bags Displays BSCI and FSC material; verify current documents
Maituohong 15,000 m² facility and 200+ workers stated; paper-packaging focus Varies by custom product Claims ISO 9001 and FSC; verify scope
Bonito Packaging Numeric output not established Describes low order minimums Request product- and manufacturer-specific evidence
KNK Kemikal More than 500 tonnes/month of film and packaged products combined Not publicly stated References GOST 10354-82 and GOST 12302-2013
BIOS FLEXO Numeric production capacity not established Advertises bag production from 200 kg; confirm by SKU Request current product-specific records
Neftekhim LTD Design capacity: 52 million PP bags and 2 million FIBCs/year Not publicly stated States Kazakhstan national-standards certification; verify current status
FIBC Kazakhstan Reports more than 1 million FIBCs/year Not publicly stated Request current test reports and applicable certification

The table is a screening tool, not a league table. A factory with an unpublished MOQ may still accept a pilot run, while a large design capacity may be committed to existing customers. Ask every shortlisted supplier to quote the same drawing, quantity, print coverage, resin specification and delivery term.

Avoid Costly Errors

Match the bag to its contents

"Plastic packaging bags" covers products with very different engineering requirements. PE film bags, printed laminates, woven PP sacks and FIBCs should be tendered in separate categories. Start with the product being packed, fill weight, filling temperature, transport conditions, target shelf life and whether the bag touches food. Only then specify dimensions, material and price.

For example, a buyer sourcing a pouch for dry snacks should discuss moisture protection, print durability, seal integrity and compatibility with the filling machine. A buyer shipping mineral powder in an FIBC instead needs to prioritize lifting configuration, liner design, discharge behavior and handling tests.

Specify measurable material performance

Flexible Packaging Quality Inspection7

A common sourcing trap is approving an attractive sample while leaving the bill of materials vague. A later lot can have the same appearance but a different resin grade, layer ratio, film thickness or sealant layer. The result may be weaker handles, inconsistent seals or different machine performance—problems that a visual inspection alone may miss.

Put the approved construction in the purchase specification. Depending on the bag, request polymer grades, layer sequence, target and tolerance for thickness, dimensions, weight per bag, print colors, seal-width requirement and agreed test methods. For industrial sacks, include the filling weight and required strength evidence. Treat a change in material supplier or film structure as a change that requires written approval.

Demand a production-representative sample

Use a staged approval process:

1. Approve the drawing and material specification before judging appearance.

2. Review a printed or unprinted prototype for fit and handling.

3. Run the proposed bag on the intended filling or sealing machine.

4. Approve a production-representative sample and retain a signed reference.

5. Compare early production and pre-shipment samples with that reference.

A hand-made prototype can reveal whether the shape works, but it does not prove that a production line will repeat the seal and registration consistently. If the buyer orders bags and machinery from different companies, assign responsibility for line trials and troubleshooting before paying for bulk production.

Check the right compliance—not impressive logos

For plastic packaging intended to contact food in the EU, ask for a declaration of compliance and supporting migration evidence suitable for the actual food, contact time and temperature. EU Regulation No 10/2011 sets requirements for plastic food-contact materials; a generic "food grade" statement is not an adequate replacement for evidence tied to the proposed structure and use.

For packaging placed on the Kazakhstan or wider Eurasian Economic Union market, check the applicability of TR CU 005/2011 on packaging safety and obtain the appropriate conformity documentation. Confirm the exact product and legal entity covered rather than assuming one declaration applies to every bag a factory sells.

Do not ask for CE or RoHS as universal "eco-certifications" for plastic bags. The European Commission states that CE marking applies only to covered product categories and must not be put on unrelated products; its RoHS rules concern electrical and electronic equipment. A bag's relevant evidence depends on its use and destination.

Compare landed cost and delivery risk

Request quotations with the material structure and MOQ stated for each SKU. Separate tooling, printing plates, sample fees, freight, duties and any certification or testing charges from the per-bag price. For imported bags, agree the Incoterm, customs-document responsibilities, pallet protection and whether the supplier will provide replacement material if transport damage or a manufacturing defect is found.

For local orders, confirm whether the factory will deliver to your plant and how quickly it can replenish a rejected lot. For an overseas supplier, ask for a dispatch plan that includes production, inland transport, border or customs clearance and a buffer before your packing line needs the material. Neither "local" nor "imported" automatically means faster: the confirmed production slot matters.

Conclusion

Start with the packaging format. KNK Kemikal and BIOS FLEXO merit investigation for locally produced PE bags or printed flexible packaging; Neftekhim LTD and FIBC Kazakhstan fit industrial PP sack and bulk-bag briefs. HLun PACK offers a different route for Kazakhstan buyers seeking customized flexible packs alongside packaging machinery, while XingKun, Xianda, Maituohong and Bonito are more accurately considered secondary-packaging options.

For a useful first quotation, send your shortlisted suppliers the product being packed, bag drawing or target dimensions, proposed order volume, destination, required documents and filling-machine details. Then request a material specification, MOQ by SKU, production-representative sample and written delivery plan. That brief will reveal more about a potential long-term partner than an unqualified promise of a low price.

Frequently Asked Questions

1. How do I check whether an ISO certificate is still valid?

Ask for the complete certificate showing the legal entity, site address, standard, scope, certification body, certificate number and validity dates. Check its live status through the issuing certification body or an accredited-certificate search service, and confirm that the certified site is the factory making your order. ISO 9001 is a quality-management standard; it is not by itself a product approval for food-contact plastic bags.

2. Can I compare MOQ offers quoted in kilograms and pieces?

Only after fixing the bag specification. Convert both quotes using the agreed weight per finished bag, then check whether printing setup, multiple designs, scrap allowance and cartons are included. A "200 kg MOQ" offer may cover one structure and one artwork, while a piece-based quotation may divide the order across sizes differently. Ask each supplier for a written MOQ per SKU, not just per purchase order.

3. How can I detect material substitution after sample approval?

Keep the signed production specification and reference sample, and require lot numbers for film and finished bags. Agree on practical incoming tests—such as thickness distribution, finished-bag weight, seal strength and dimensions—before the order starts. If performance is critical, have a qualified independent laboratory test retained samples from the delivered lot against the approved specification.

4. What if a supplier advertises CE or RoHS for ordinary bags?

Ask the supplier to identify the exact regulation, covered product and issued document. CE marking is not a general quality mark, and RoHS is directed at electrical and electronic equipment; neither should replace the food-contact, packaging-safety or other evidence actually applicable to the bag. Treat an irrelevant certificate as a signal to examine the rest of the compliance file more carefully.

Flexible Packaging and Filling Machine Trial

5. Should I buy bags and filling machinery from the same supplier?

Not necessarily. A single supplier can simplify coordination when it can demonstrate a successful trial using your product, bag design and operating speed. Two specialist suppliers can also work well if one party owns the interface specification and both accept clear trial and defect-resolution responsibilities. HLun PACK's combined packaging-and-equipment range makes it a candidate for such an evaluation, but the machine-run results—not the breadth of the catalog—should decide the purchase.
